Recent reports suggest that President-elect Donald Trump is contemplating the appointment of an “A.I. czar” to oversee policies related to the rapidly advancing field of artificial intelligence. While the specifics of this role are still unclear, it is expected to influence how government agencies implement A.I. technologies and collaborate with chief A.I. officers across various federal departments, as mandated by President Joe Biden’s A.I. executive order.

The need for an A.I. czar is heightened by the escalating competition with China, which has set ambitious goals to lead the global A.I. sector by 2030 and has been investing heavily in innovation and infrastructure. Despite the United States’ current leadership in A.I. research and investment, challenges lie ahead in maintaining this position. Appointing a central figure to oversee A.I. initiatives could strengthen the country’s standing in the global A.I. race.

There is speculation that Elon Musk, who has been tapped by the President-elect to head the newly established Department of Government Efficiency (DOGE), will play a significant role in selecting the A.I. czar and shaping the agenda for this position. The DOGE’s primary objective is to reduce the national debt by cutting government expenditures, and the A.I. czar is expected to collaborate closely with the department to further these efforts.

Critics have raised concerns about Musk’s dual role as an industry leader and policymaker, suggesting that it may lead to bias favoring his A.I. startup, xAI, over competitors like OpenAI.

According to Hamid Ekbia, a professor specializing in the political economy of computing and A.I. at Syracuse University, Musk’s potential bias could result in xAI gaining a dominant position at the expense of other competitors with differing agendas and philosophies.

On the other hand, supporters view Musk’s involvement in the A.I. czar role as a positive influence on the tech industry. The bipartisan nonprofit organization, Americans for Responsible Innovation (ARI), has launched a petition urging Trump to appoint Musk as a special advisor on A.I., a role created under the Biden administration to address the opportunities and challenges posed by A.I. to the nation’s infrastructure.

How will Trump approach A.I. regulation differently from Biden? 

Trump has expressed his intention to reverse Biden’s A.I. executive order, signed in October 2023, arguing that it hinders innovation and imposes left-wing ideologies on technology development. However, he shares Biden’s vision of positioning America as a leader in the global A.I. competition.

The Trump administration is expected to uphold and potentially expand restrictions on China’s access to advanced semiconductors, building on Biden’s CHIPS Act introduced in 2022. Additionally, the future of the U.S. AI Safety Institute (AISI), established under Biden’s A.I. executive order to lead government efforts on A.I. safety, hangs in the balance. With the DOGE focusing on reducing federal programs, AISI could face the risk of being dismantled.

Dave Maher, CTO of the data interoperability platform Intertrust, with 30 years of experience in secure computing, believes that a lighter regulatory approach under Trump could spur innovation but also raise safety concerns unless transparency is prioritized to address risks and prevent overreactions. The real challenge, according to Maher, will be the resistance to transparency from major tech companies.

Ekbia from Syracuse University predicts that promoting A.I. innovation in today’s monopolistic environment will be a daunting task for the incoming A.I. czar, as major tech players often stifle competition through mergers and patent hoarding. “The A.I. ecosystem is likely to become more rigid, with the potential emergence of new monopolies. This presents both opportunities and challenges for the future A.I. czar,” he said.
